A bearded dragon sometimes develops brown spots on them from to much moisture. Keeping a bearded dragon in a dry place with dry bedding can help this problem from getting worse. Take the reptile to the vet to make sure that it is not a skin infection and that the dragon does not need antibiotics.

It is a fungus from too much moisture. Make sure the enclosure you are keeping him in is dry and that the substrate (ground) he is on is also kept dry as well. See a herp vet if he does not improve, he may need antibiotic treatments (topical, most likely).

Your bearded dragon may have acquired a fungus that is common to some reptiles and may need topical medication to help rid the area of the fungus.

I think that this is normal color for a bearded dragon. They usually have patterns on their backs and tails to create camoflage. However, if your beardie is sickly, this could be a skin infection. I believe the best thing for you to do is take the lizard to retile vet.
