Children under 16 must apply in person for a passport. Proof of citizenship (original birth certificate with the seal of the registrar, if that is the documentation) and a social security number is required, even for infants. Both parents must be present during the application process. These matters are resolved before traveling to avoid problems. Visit the State Department's site.

When traveling with children out-country, you should always plan on taking at least one bag per child. Giving each child their own bag promotes responsibility (and they can help carry their share of the load). Be sure to make some time in each place you visit to do something that is especially directed toward the enjoyment of each child.

Assuming they are your own children, you just need a passport for each child. If they are not your children there are other legal issues that you need to resarch.

The first thing, you must have a passport for anyone, any age traveling outside the country. Before leaving, explain the importance of staying with someone at all times for security reasons.
