There are a couple different ways to deal with neighbors harassing you. The first way is to get a protective order against them. Another way to get your neighbors out of your hair is to get a restraining order.

The best option available would be to inform the local police about the same. The police officials would come and take statement of the neighbour and warn him for not doing so in future or otherwise they would take him into police custody for breach of peace in the area.

If it's really uncontrollable through methods such as ignoring them, talking to them, or bringing the matter to a community official (such as an apartment manager, landlord or housing management), you can get a restraining order. Without harassing them document their harrassment through video, pics, police reports, diaries, etc.. Through it all, remain as innocent as you can.
