You need to take very firm action. Be sure to document the harassment as much as possible; keep a written log of every incident, and save any harassing voice mail or text messages. Once you have accumulated this evidence, contact an attorney or go to your local court and get a protective order (also known as a restraining order).

If it is really bad, you can always get the law involved and get a restraining order against him or her. If it helps, you can also move further away so you won't be seeing them, or you can change your phone number so he or she doesn't know it anymore.

If it is physical you can get an order having him stay away from you. If not you can try communicating him and tell him it is against the law. If that doesn't work talk to your local authorities to find your options.
