They are made with real fruit juice, corn syrup, hydrogenated soybean oil, citric acid, dextrin, gelatin, modified food starch, ascorbic acid, natural and artificial flavors, and colorings that include yellow 5 and 6, red 40, and blue 1. Starbursts also contain vitamin c. One pack may supply 50% of the daily vitamin c you need!

Starburst fruit chews are basically made from sugar and flavorings. The sugar used in them is corn syrup and they do include a small amount of real fruit flavorings, along with the artificial flavorings.

I think that Starburst are made up of sugar and flavoring that makes them chewy and delicious. Starbursts are the best candy ever. And as long as they taste good I don't think it matters what they are made of.
