The main concern should be that the kids can have fun. Have a BBQ with games set up for the kids and some drinks for their parents. This way you can enjoy the weather and have a casual, low pressure affair. This could be done on any budget. You decide if its a hot dog or steak affair.

To signify their move from preschool to Kindergarten, the children can walk over some sort of bridge to receive their "diploma." Take "senior" pictures and have graduation-themed treats.

I once saw one where the kids marched across the classroom and the teacher gave them their diploma form preschool. It was a craft project fomr the previous week and the kids put their painted handprints on paper and then the teacher wrote a diploma around it. They tied it with a red ribbon to look more authentic.

You can rent a limosine for the ceremony and have the kids ride there together. Also you can have a prom the night before.

Keep it very short. Children this age have a short attention span. Keep the event simple. Avoid dances or songs. Dress them up in graduation hats, but don't make parents buy gowns for 4-6 year old children.

Purchase a graduation photo cake. The photo on the cake could be of the entire graduating class. Also, have the kids perform musical skits.

Young children cannot be expected to sit or stand still for long periods of time. Have them arrive in their gowns. Then have them stand in a line and receive any certificates in rapid succession. Take a group photo, then let them break to be with parents for their parents to take their photos.
