Personally I believe that a precedent to such behavior would be some type of personal dispute between two or more individuals. A soured friendship, relationship, business agreement etc. Prank calling is a variation of telephone harassment. This type of behavior may or may not include violent or death threats but should be taken just as seriously.

Prank calls can be considered harassment or even viewed as threatening behavior, especially if the prank caller knows the person they are pranking or pranks the same person repeatedly.

Some charges that might be related to prank calls are harassment and stalking. Another crime, depending on the message content and who is being called, corruption of a minor. If it's to law enforcement or someone who has a PFA or restraining order, penalties get much worse.
