The dimensions an size for the NFL football are the same as NCAA. The specifications includes that the ball be a certain size in length. That size is sixteen inches long and must weight as least fifteen ounces. I think the ball used in high school or college is a smaller one.

Yes, it is, and both are officially made by Wilson. Balls are measured on the basis of short circumference, long circumference and weight.
