No liver is declared to be unclean in Liviticus. In fact it meets the very definition of unclean since it is an organ and hence declared to defile the body if ingested. It is wholely unacceptable for those of faith to have any contact with it and cannot be be made Kosher by means of any ritual or prayer.

Liver can be made kosher. However, as liver contains large amounts of blood special care should be taken to remove it. A popular technique that can be used is broiling.

Chopped liver is a classic Jewish dish! Liver has to go through a special treatment to remove the blood from the tissue to make it properly kosher. After this treatment, it is kosher as long as the other dietary laws are respected (ex. not serving it with dairy or non-kosher foods).
