In most schools, students take algebra in 9th grade, although if your child is on a college-preparatory track, they should take algebra in 7th or 8th grade so they can take calculus in their junior or senior year of high school.

Yes, it is completely normal for students who are in the seventh grade to take Algebra as their math class. Actually, most 7th graders take Pre-Algebra, and then Algebra I the following year. It depends how advanced the student is, but it is definitely a normal curriculum in which this happens.
