38C breasts can be considered big. This size is approximately the average size among normal or well developed adults. So yes they are pretty normal.

You are slightly above average. Most people say the average size is 36C. Though as long as your breast size is not causing your back harm, it doesn't really matter. It is just there to perform the function of attracting mates (Most males or some females like breasts, no matter the size) and feeding your offspring during their infancy.

In today's society a 38C cup size is quite average when you take into consideration all the hormones found in food and the rising rates of obesity. A large percentage of the U.S. population suffers from excess weight issues which coincides with larger sizes all around.
