Replace the windshield wiper module. You could replace the windshield washer motor if it is seperate or check all linkage in the wiper arm assembly.

You should take the car in and have a professional look at it, they might be able to help keep it from happening again.

It depends on the reason they are getting stuck. You might try cleaning them first if they are extremely dirty, like build up from salt in the winter or bird droppings. However, if they are really worn, you should just replace them which is inexpensive and pretty easy to do yourself.

Use automotive lubricant on corroded parts. Try to cycle the wipers HIGH and LOW, ON and OFF a few times. Your wipers should self park after cycling them after 5-10times. This should solve most of the problems with these wipers and should be relubricated as needed. Clean up any extra lubricant Put the wiper cover back on.
