How do you make smoked fish brine?

A good recipe for brining fish before smoking is to brine it in a mixture of 3 cups of water to 1 cup of sugar and 2 tablespoons of salt.

I use 2 cps rock salt, 2 cps brown sugar and a hand full of pickling spice, with 4 gallons of water. I soak fresh fish strips 4 hrs, rinse with cold water and put in smoker for 8.
