just click the crop icon and drag on your picture.. after draging the crop... click on the outside of the picture.. there u can see the border around your crop picture... and that's how u create border in adobe photosop 7. 0

To create borders in photoshop, first click image, then canvas size. Make sure the position in this window is in the middle (block icon) then choose how far you want the border to be from the picture, and you have your border.
