The rules for these programs vary by state. In general, to get food stamps, a family must meet income guidelines. For welfare, they must have children and not get child support, as well as meeting financial guidelines. Both programs require participants to try to work unless disabled or elderly.

Public assistance (welfare) and food stamps each have a set of qualifying factors that include family size, income and a variety of other considerations. Both are federal programs, so the qualifications are the same in every state. Individuals apply and complete an interview process to determine eligibility and to get education about the rules/restrictions of the programs.
