Listen to the sound of the exhaust, there should be no whistling sounds emanating from the exhaust area. The only sound that you should hear is the sound of the reverberation from the air flowing in the exhaust pipe. Usually the most common thing to go in the exhaust is the flange. Its a simple fix.

Initially check for leakage of any gases visually or through the place of smell and check that whether it is before or after the catalytic converter. If it occurs before the catalytic converter, then better to consult a service station or else simple weld can be done.

Block car, get under and look for holes, discoloration, rust through. Exhaust repair kits have instructions. Broken stainless pipe can be welded by professional. Bad gasket? Check, clean mating surfaces before replacing, torque to specifications. Shot? Don't fix, replace. Use good parts. Exhaust cutters, expanders, are good. You'll break things.

Well the diagnosing part should be easy. Exhaust leaks create noise. Depending on what is leaking the repair can vary. Usually a gasket or pipe is replaced.
