Carburetor adjustments are done by finding the right fuel to air mixture. Locate the adjustment screws on the carburetor after removing the air cleaner if needed. If done carefully you can start the engine and slowly turn the screws in either direction to achieve your end result. This makes easy to find a comfortable idle or performance position.

Without knowing the type of carburetor or model and year of Toyota I can't tell you a lot. If you need to change the fuel mix you will probably have to swap out jets. There should also be an external screw to adjust idle if you need to.
