Does the Koran (9:11) verse really refer to the terror attack on the US?

There is an e-mail circulating that indicates that Koran (9:11) talks about the 9/11 attacks and 'The Wrath of the Eagle'. This is untrue. Chapter 9 of the Koran is called Immunity and it talks about immunity from sin by being near sinners. Verse 11 in the chapter talks about repenting your sins

It refers to violence against infidels, unbelievers, Jews and Christians and pagans. It does not reference the United States in particular.
