The yoke on an ox is not used for control as much as it is used to help the ox pull a weight easily.

I'm not entirely sure what type of work an oxen could do without being yoked. A yoke isn't a training tool or a means of controlling the animals but rather a vital piece of equipment that allows the ox to pull it's heavy loads. It's used in much the same way as a harness is with horses.
