Power surges are a common cause of dial-up modems going bad. I, personally, have had this happen to me twice. A computer repair specialist recommended using a surge protector for my system. I did this and I never had the issue again. I have since upgraded to a broadband connection, but a surge protector would be the best advice.

Yes, such as every type of electronic device that is subjected not only to aging but also to the usual and expected wear and tear, dial-up modems also go bad.

People still use dial-up modems? That's incredible. Dial-up modems can't "go bad", they do not have an expiration date as they are not perishable goods.

Yes. Like all electronic devices, the circuit boards in the modem can wear out or become damaged by inconsistent power supply or power surges. You may also experience bad service from a dial-up modem that still works because it just isn't fast enough.
