Absolutely! Slate tile flooring has many advantages: easy to clean, comes in many colors, affordable. The tiles need to be sealed to avoid water damage in a flooding prone basement.

I would recommend a porcelin tile opposed to a slate flooring , however if you have any moisture issues in your basement i would def. seal the entire slate floor as its a porous tile and can absorb moisture and sometimes leak coloring.

No I would not recommend slate in a basement area. Basements are typically concrete slab subflooring and slate would not create any type of barrier against temperatures or moisture coming up from the concrete.
