Do they sell Halo figurines in the United States?

Any place from Wal-Mart, Target and even Toys-R-Us sells Halo figures in America. The property was picked up by McFarlane Toys not too long ago. The lines of figures you see most often in the United States are the Halo Reach figures. They are sold as single figures or two-packs.

They do, I have seen them at Gamestops. That would be a good place to start looking for them. I might even suggest using ebay or amazon if you are looking for certain ones. You could also talk to bungie, the company that made halo and see if they can help you find what you are looking for.
