Do black out curtains reduce noise too?

Black out curtains can help reduce noise, but are not specifically designed for that purpose. A tightly fitting window treatment padded with foam will work much better.

Yes, there are soundproof blackout curtains and drapes. You can make them even more soundproof by hanging one set on curtain rods and another set outside of those on drapery rods. Be aware that these curtains are heavy and may require special rods.

I do not think so. Since fabric can breathe. If they reduced noise you may suffocate. If you want to reduce noise you may want to think about replacing your windows.
