Can someone demand an amount of cash after a car accident?

To receive money following a car accident a police report would have to be filed and the insurance company of both parties would be involved. Typically, the insurance companies will handle any payments made to either party. Basically, no someone cannot simply demand money following a car accident.

Well, who are you demanding it from? The person who hit you, your insurance carrier, or the other persons insurance carrier? You can always make a demand for compensation, especially when the evidence is in your favor (like a ticket issued to the other driver)

Anyone can demand money; the real question is whether they are entitled to it. If a person is in an accident that is someone else's fault, then they may be entitled to money to compensate them for their loss, including repairs, medical bills, lost wages and pain and suffering.

No they cannot. The proper procedure is to report the accident to the Insurance companies and police and the insurance is responsible for the money that the person may or may not be paid. This is true for possesions inside the car also.
