Can a mother of a minor child write off back child support so it doesn't have to be paid?

If the parent owed the child support and the person that owes the child support are able to come to an agreement about back child support out of court they are free to do so. However if the person paying the child support defaults then the other person will have no legal recourse.

No, she cannot. Back child support is a debt owed the child, not the mother. She cannot write that off in order to get rid of the debt.

No. Even if the mother signs an agreement, it will not be upheld by the courts. This is because the child's rights to support can not be terminated by a parent. The child is still entitled to the support and can actually collect it years later as an adult.
