Not always. Every child seems to develop at different rates. However, if one is SIGNIFICANTLY behind the other you should talk to their doctor.

No, they probably will not. My sisters are twins, and they crawled, walked, and talked at different times. Twins are individuals, just like other children, so they will not do everything at the same time.
