The water shut off valve near the floor behind the toilet may be in the closed position, or faulty, or the float valve in the toilet tank may be jammed closed.

The water inlet into the flush could be clogged or there could be no water supply. If this isn't the problem check the lever mechanism to make sure it is working. Finally check the water outlet region to see if it is clogged or has a stuck/broken valve.

When you fix the comode and the drainage pipe line, the pipeline must have a slight sloping towards the septic tank if there is a fault in this, the water will not flush.Again if there is a block in the connecting pipe and comode, water will not flush properly.

if you can pour water into it and the level of the water does not rise its the flushing mechanism thats broke. you can still use it by pouring a few litres of water in after you have done your business. if the water level rises then its blocked up.
