Why is there a cat pee smell under the crawlspace?

Most likely, at one point in time, a cat has been going under there and spraying/going potty. This can usually be cleaned easily enough with a bleach and water solution. It could also be some sort of mold or mildew that gives off the same type of scent. Bleach should take care of that as well.

The crawlspace smells like cat pee because that's where your cat has been doing his business. Some cats are not comfortable using a cat box that is exposed to outside observation. Make a duplicate crawlspace out of cardboard in an area you want the cat to use. Then block the real crawlspace until the cat is retrained.

Your cat has probably peed under your crawlspace, this could be cause by cleaning the cats litter box too infrequently, a behavioral issue such as being too territorial or having a large change in the cats routines, or a health issue like a urinary tract infection or urinary crystals.

A cat has likely urinated or sprayed in the area at some point in time. The best way to clean that is to get an enzyme remover (such as Natures Miracle) to clean the area.
