I am going to go on the assumption that you are not getting any cold air. You may be low or out of refrigerant in the cooling system. Check to see if your compressor is running. The fan may run but the compressor may not be. A relay switch may be bad. Ask someone knowledgeable in this area.
Think about it this way. The air conditioner is conveying heat outside, therefore the pipe is really hot. The return pipe is warm because the heat exchanger outside can't wring all the heat out of it. There is no cold coming into your house: just fluid coming in that gets really hot, goes outside and cools down slightly.
It is either not running or it may not have any R22 gas in it but that depends on which pipe it is if it is the high side thats the hot if its the low side thats the cold so it all depends on which one you are talking about.
