English labs tend to have a wavy coat. But you have to keep in mind that perhaps this puppy isn't pure bred.

Labrador breed has thickish coat. This coat depends on hair strength which depends on health level of food. If thickness and density is more then the coat will become wavy.

If your new puppy has a wavy coat but you think it's of the Labrador breed, it might actually be a Labradoodle, or a Chesapeake Bay retriever instead.
