It is possible that he or she has a muscle in his/her throat that isn't relaxing at the right time to let the food pass. This is a condition known as cricopharyngeal achalasia.

May be it has developed tonsilitis,or there might be some sort of ulceration due to some injury by bones or other materials it tried to swallow before. Also depending on the age it might develop tumors that are often seen on older dogs. It can be relieved with anibiotics

A bone fragment or another jagged-edged object may be lodged in the throat. If not, the problem may be caused by scarring or inflammation of the mouth and/ or throat tissue that may be constricting of the passage.

There is a condition called "cricopharyngeal achalasia". In this condition a muscel nessisary to swallow is relaxed. Take him into the vet to make sure. Their also may be something obstructing his throat.
