It's likely that your dog managed to get some of the flea medicine into his mouth. Flea medicines contain alcohol which, if ingested by the dog, can irritate its mouth causing excessive drooling or foaming. It's not serious, the best thing to do it to ensure the the dog has plenty of fresh water.

Call your veterinarian immediately. Is your dogs flea medication topical or oral? Hopefully, you followed the directions. Call the vet.

Well that is because the medicine is too strong for him and it will take some time for it to injest.
