When a fish breathes heavily, it is often a sign of illness. It is probably not getting enough oxygen from the water or processing it correctly. Unfortunately, fish illnesses are often difficult or impossible to diagnosis or treat.

The water may be dirty. Are the oxygen level in the tank may be low. the Temperature may also be a concern. And check the salt content in the water. Separate the fish and keep in the tank.

It sounds like Marine Ich. Treat your aquarium with a copper based parasite killer to clean your water. Sometimes a dip in the water freshness or temp will cause this.
