He/she is probably just frustrated with the situation, and not thinking through the decision. Help your child understand how the other person is feeling.

Impulsive hitting may indicate problems with emotional self-regulation, and this can derive from a number of mental health conditions that share in common difficulties with frontal lobe brain functioning. The frontal lobes help mediate or temper emotionality. Possible conditions include ADHD, autism spectrum disorder, traumatic brain injury, and even bipolar disorder. Consult a professional and avoid physical discipline methods.

It's possible that your child is imitating behavior that he has seen, from television, in the home (such as playful hitting) or if he goes to daycare or spends time around other kids, he may have picked up the behavior from them. A lot of times children imitate behavior that is seen, so reprimanding him will help stop the behavior.

Because he/she is very angry at something. Your child may also, have seen something on T. V. or in real life that has made him/her retaliate to hitting kids.
