Tail wagging, or twitching or swishing, is a sign of tension or alertness in cats. Most often they'll do so when disturbed or feeling threatened but not enough to warrant fleeing. The motion keeps the nervous system primed for action, in case fighting or fleeing is needed in the near future.

there are many reasons that a cat may wag it's tail. the most common is that the cat is simply happy. they also can be telling you something like the fact that they are hungry.
