Why has my start-up menu and taskbar changed?

Right click on the task bar and go to properties. In the properties you have task bar and start-up menu in that you can change them according to your needs.

There can be two reasons for this: 1) Might be your system is infected with virus. 2) Some one has changed your registry settings.

It sounds like the theme has change. If you are running windows xp, to get it back to the defaults do the following. Right click anywhere on the desktop and choose properties. From here there will be a tab at the top called "Themes". Choose windows xp blue. This will restore factory defaults.
