Oftentimes this is to scratch themselves if they have an itch or if they feel something touching them back there and they don't know what it is they'll try to bite at it.

There are several reasons why a dog does this action. The most common is simply itchy skin at their rear. The reason their skin itches could be because of fleas or simply dry skin. Another reason is bug bites or wounds that are in pain. Dogs have a hard time reaching the area effectively and will "bite" at the area.
