You do notice the earth's rotation, but it's your frame of reference. Because the earth's speed is constant and never changes, you grow used to this and notice only the movement of other things immediately surrounding you. Your perspective is based only on your surroundings and not based on the whole solar system.

You only feel motion when it is accelerating or decelerating, and the Earth's motion is constant. It's like on a plane, you feel it taking off and landing, but when it is in the air going at hundreds of miles an hour, it doesn't feel like you're moving fast.
