Any loose connection between the utility's transformer and the washer could cause lights to flicker. Possible junctions include splices on overhead wires, splice above meter, inside meter enclosure, inside panel, on ground bar, on breaker or even breaker tabs. From the sound of it your washing machine is on the same electrical circuit as your light fixtures. When the washing machine runs it draws more current than is available for both the light bulb and the washing machine at the same time. Your large appliances should be on their own separate circuits.

The lights may flicker when your washing machine is on if the lights and washing machine get their power from the same electrical circut. The best way to avoid this would be to have an electrician run a seperate circut for the washing machine.

The washing machine is on the same circuit breaker as your lights inside your house and the breaker or line may not be high enough amperage to properly support both.

This means that your houses electrical system has too much load on it. The washing machine is drawing so much electricity that it pulls some from the lights. Upgrade the service amps of your house.
