Why do people insist on wearing hoods inside?

A multitude of reasons. Some people do it for fashion, others do it because they just like to have hoods on. Hoods really don't hide your face very well, so I don't think they're trying to hide their identity. I think they just want to look cool.

When it is to cold outside they wear it for warmth. Some of them wear hoodies because they think it makes them look cool. You might be right some of them probably wear to hide their identity
