Despite an isolationist policy, the U. S. declared war on Germany after a period of unrestricted German submarine warfare threatened American shipping and civilians, suspected German sabotage plots in New Jersey, and an intercepted telegram from Berlin enticing Mexico to attack the U. S. in support of the Central Powers.

The British decoded the 'Zimmerman Telegram' sent from Berlin to the German embassy in New York. It proved that the German government was encouraging Mexico to attempt recovery of south-western lands ceded earlier to the US.
