What time of year is it? Forsythia are deciduous and drop their leaves in winter naturally. See if the soil is dry and try watering more. This may help perk the plant up. If extra water doesn't help, you may want to have your soil checked for nematodes. Your local farm extension can do this for you.

Forsythia is usually easy to grow. When leaves turn yellow it usually means too much water. If they are turning yellow now and dropping off it's because it is Fall.
