Microsoft Sam is Microsofts text-to-speech voice for use with modern versions of Windows XP and also in Vista. As far as the person behind the voice it is just a computer Speech synthesis program.

Windows software has a "feature"--a collection of computer voices--bundled. One of the voices is called "Microsoft Sam. " These voices are very computer-like as in not the least bit natural in sound. Outside of Sam you can use some truly distorted voices (e. g. , one that sounds like bubbles). Of the voices, Sam sounds the best, but he's not that good.
