The vacuum modulator is located in the center of the engine compartment, on the firewall. You will see at least 2 vacuum hoses attached. Simply remove the hoses, detach the modulator from the firewall, and replace with a new unit. Then, simply reattach the new unit to the firewall, plug in the vacuum lines and you're done.

The vacuum modulator is located just in front of the engine. You'll have to pop the hood and it's the first thing you'll see behind the radiator. You are lucky, it's easy to replace on your 1996 Camery.

On top of the inlet manifold at the back of the engine bay. To replace, disconnect 3 rubber hoses, unclip from holder and fit new one.
