First off, all of the linux code is open source. So, depending on what you want to develop, you should be able to find the source code on the internet. Websites like developerworks of IBM is a very good start. Other websites include kernel. org etc.

The internet is a great place to discover most commands. Join a forum and ask a question, or just peruse the thing.
