Skirts should end two inches past your fingers if your arms are at your sides. Cleavage is okay, but just an inch at the most.

Most schools have dress codes. Generally speaking, skirts and shorts should at least fully cover the butt, cleavage shouldn't be visible, and no belly buttons or stomach should be showing. Also, underwear shouldn't ever be showing on women or men. Unfortunately a lot of administrators are afraid to enforce dress code rules because they don't want sexual harassment charges.
