You can find a samsung tuner from a shop that sells electronic devices or if you are in singapore a place where you can buy a samsung tuner is none other than sim lim square which sells many cheap electronics however the quality may not be very high , as cheap goods dont mean good.

Samsung tuner board can be found in ebay. You get it for $20 on ebay, just type samsung tuner and you can fine one.
