Poodles generally lose their puppy fur and get their curls at some point between seven months to two years of age.

When a Poodle is a baby it's hair is longer than a breed with short hair, but it's not curly yet. As they grow their hair starts to get long and starts to take it's curly shape. It's not going to get really curly until it's about a year old.

Poodle's hair takes a long time to get curly, it will take as long as two years for the hair to mature and then slowly you will see the hair getting curly.
