New York state requires you to file a state tax return under the same guidelines as federal income levels. You should always file with New York state if you filed a federal return. You will also need to attach a copy of that return to the state return when mailing in the state return.

If you live in NY, you will file a federal return AND a state return. Two deductions are taken from your pay and two filings are required.
