I don't know if I understand your question, but a garden fountain should be planted around the outside with plants that won't obscure the view of the fountain, but have color that will draw the eye to it.

Why not go for a peaceful Japanese garden with a bamboo fountain? There is something inherently relaxing about this kind of fountain and environment.
